The CSF is a so-called multi-donor fund. The CSF contributing donors are comprised of the Embassies of the Netherlands, Sweden and Norway in Juba. These three governments have been long standing supporters of South Sudan. The Netherlands Embassy fulfils the role of lead donor for the CSF and has signed delegated contribution agreements with the other donors.

A Steering Committee brings together the three donors, the Fund Manager and the TPMEA to discuss the daily operations and directions of the Fund. The Steering Committee meets quarterly, with the Netherlands Embassy representative acting as the chair and the Fund Manager acting as secretariat to the Steering Committee.
